Group A: Argentina, Bulgaria, Italy, South Korea
Group B: Belgium, Iraq, Mexico, Paraguay
Group C: Canada, France, Hungary, USSR
Group D: Algeria, Brazil, Northern Ireland, Spain
Group E: Denmark, Scotland, Uruguay, West Germany
Group F: England, Morocco, Poland, Portugal
The teams finishing first and second in each group qualify for the second round along with the four best third-placed sides. If teams are level on points, certain criteria is used to separate them.
